Past tense. That is the whole joke, and the rat wrapped in ribbon is the receipt.

A hand-painted bald eagle in a ball cap and plain vest flying straight at you out of a sunlit sky, carrying a wide-eyed rat trussed up in yards of red ribbon, with an enormous American flag rolling and waving across the full background. A paper tag swings underneath on the ribbon, hand-lettered: hello my name is RED TAPE. It came at America once. Once was enough.

Washed cotton six-panel cap, low-profile crown, pre-curved visor, solid closed back, adjustable buckle. Printed rather than stitched so the whole drawing survives at cap scale.

One size fits most adults, adjustable back closure. Youth sizing by special order.
